Greece’s HEDNO taps Itron for grid edge intelligence | Smart Energy International

Jul 01, 2025

Itron has signed a contract with Hellenic Electricity Distribution Network Operator S.A. (HEDNO), the sole electricity DSO in Greece, for their Grid Edge Intelligence portfolio.

HEDNO will deploy Itron’s Enterprise Edition (IEE) Meter Data Management (MDM) system, which will manage 7.7 million meters, and Itron’s Utility IQ headend system to manage nearly 1 million new intelligent narrowband-IoT (NB-IoT) cellular smart meters, designed and manufactured by Itron technology partner ZIV Automation.

According to Itron in a release, the solutions will enable HEDNO to improve operational efficiency while enhancing customer service through increased visibility into energy consumption, faster resolution of issues and flexible billing options.

Once deployed, HEDNO will gain immediate access to meter datasets, enabling more accurate detection and measurement of technical and non-technical losses, improved revenue collection, powerful asset management, secure data sharing and predictive maintenance capabilities.

Itron’s IEE MDM system will connect with HEDNO’s multiple headend and customer information systems, allowing the utility to collect, process, store and analyse smart device data, device events and alarms.

Additionally, says Itron, the solution will enable HEDNO to easily adopt new grid edge use cases over time. IEE MDM is pre-integrated with Itron’s Intelligent Edge Operating System (IEOS), a platform-as-a-service that simplifies integration and establishes a foundation for advanced grid capabilities like distributed intelligence, energy forecasting, distributed energy resource management, advanced analytics and more.

Commenting in a release was Anastasios Manos, HEDNO CEO: “Smart Metering is the most important project for the modernisation of the Greek electricity market.

“For the scope of this project, Itron has been assigned the supply of the Meter Data Management System, which will serve as the central system for the collection, storage, processing and advanced analysis of data from all meters.”

Said Don Reeves, senior vice president of Outcomes at Itron: “With Itron’s pre-integrated solution and deep industry expertise, we’ll help reduce project complexity, accelerate deployment and lower total cost of ownership. We’re excited to support HEDNO in realizing the benefits of a smart, reliable and future-ready grid.”

Itron’s contract was signed as HEDNO announced procurement of 2.76 million next-generation smart meters.

Already, HEDNO has received 600,000 next-generation smart meters. Based on the framework agreement and a first implementation contract, project contractors are expected to supply the additional 2.76 million with HEDNO’s new specifications, along with the necessary middleware systems and AMI software for managing communication, device control, and data collection from the meters.

The new meters will integrate the latest global functionalities and offer enhanced communication features with sub-meters and Home Energy Management systems, as well as with water and natural gas meters, allowing for integrated energy management through new services for customers and prosumers.

The total quantity of next-generation smart meters included in the first implementation contract is distributed among three contractors.

The biggest share of 40% went the consortium ‘Iskraemeco d.d. & Oracle France SAS’ for the supply of 1.1 million meters and an AMI system.

Beyond the 600,000 meters already delivered, the first 100,000 meters are expected to be delivered within 2025 to initiate the first end-to-end tests.

The final deliveries are expected by 2027, while the new infrastructure, together with the smart MDM system, is expected to be fully operational within one year from now—by the end of May 2026.

The duration of the framework agreement is set at eight years.

HEDNO has already installed 1.1 million smart meters nationwide, with over 55% of the country’s energy being remotely metered.

Iskraemeco in a release says they will provide their IE.5 smart meters and Symbiot HES (Head-End System) delivered as an SaaS model, including all related services and support.

Said Hisham Tadros, managing director for Greece at Iskraemeco: “The deployment of our smart metering solution for HEDNO is a significant milestone for Iskraemeco.

“Our IE.5 smart meters and Symbiot HES will provide near real-time insights into electricity consumption, enhance grid monitoring, and support the integration of renewable energy sources, ultimately improving the quality of services provided to customers.”

According to Iskraemeco, the meters will also, for consumers, enable dynamic tariffs and multi-tariff support, access to energy insights and new services, including usage profiling and personalised efficiency recommendations, market participation for prosumers and participation in advanced energy markets as flexibility service providers.

For the utility, they add, the meters will enable faster outage detection and fault resolution, enhanced forecasting for electricity production and demand, reduction in electricity theft, grid visibility and more efficient exploitation of the distribution network.

According to HEDNO, the smart metering project aligns with EU directives 2009/72/EC and 2019/944.
